President John Dramani Mahama has ordered an immediate review—and where necessary, renegotiation—of the contract between the National Lottery Authority (NLA) and KGL Technology Limited, citing the need to protect the public interest and ensure value for money.
The directive, dated December 24, 2025, follows investigative reports by The Fourth Estate and initial engagements with the Attorney-General and Minister for Justice, as well as the Minister for Finance, over concerns surrounding the terms of the agreement.
The review will comprehensively assess the contract’s legal foundation, scope, duration, and financial provisions. It will also scrutinise revenue-sharing arrangements, fees and commissions, exclusivity clauses, and any potential liabilities to the state.
In addition, the assessment will determine the contract’s compliance with the Constitution, the Public Procurement Act, the National Lottery Act, and all required approval processes. Other key areas under review include performance benchmarks, transparency obligations, data ownership, audit rights, and any clauses that could disadvantage the State or weaken regulatory oversight.
Until the review is completed, all parties have been directed to fully cooperate with investigators and grant unrestricted access to relevant contracts, correspondence, financial documentation, and operational data.
The Attorney-General, in collaboration with the Minister for Finance and the sector Minister responsible for the NLA, has been instructed to constitute a joint technical team to conduct the review and submit recommendations to the President within a specified period.
Should the review establish grounds for renegotiation, the team is expected to ensure that revised terms enhance state revenues, strengthen governance and accountability, preserve regulatory authority, and align the agreement with government policy and international best practices.
The directive was signed by the Secretary to the President, Dr Callistus Mahama, who urged strict adherence to the President’s instructions.
