CAGD withholds January pay for over 2,500 public workers after payroll audit.

Ghana’s Controller and Accountant-General’s Department (CAGD) has withheld January salaries from more than 2,500 public sector employees who failed to take part in a nationwide payroll verification exercise.

In a statement issued on Friday, the department said the affected workers—2,563 in total—were excluded from salary payments after they did not participate in a mandatory headcount conducted across government institutions.

The CAGD noted that salaries for the majority of workers on the public payroll have been processed, but payments to those who did not complete the verification exercise have been suspended on the advice of the Auditor-General.

The headcount, carried out in 2025 across Ministries, Departments and Agencies, was intended to validate staff records and eliminate irregularities from the government payroll.

According to the statement, employees whose salaries have been withheld have been directed to contact the Ghana Audit Service to confirm their employment status and complete the necessary clearance procedures. Salary payments will only resume once the verification process has been concluded.

The department said the move forms part of efforts to strengthen accountability and transparency in public financial management, adding that it remains committed to ensuring that salary payments are made lawfully and on time
