Teacher Unions shelve their 2 week strike after meeting with Council of State and others.

TEACHER UNIONS SUSPEND TWO-WEEK STRIKE

Three pre-tertiary teacher unions in Ghana have suspended their nationwide industrial strike on Friday, October 9, 2026, following a meeting with the council of state. Teachers are expected to officially resume work and return to classrooms on Monday, October 12, 2026.
The Unions and the Agreement

The industrial action was called off by the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Pre-Tertiary Teachers Association of Ghana (PRETAG).
According to GNAT General Secretary Thomas Musah, the decision to halt the two-week-old strike followed a series of “constructive negotiations” involving the Ministry of Employment, the Council of State, and the Fair Wages and Salaries Commission (FWSC). The FWSC and union leadership signed a newly agreed set of modalities to address unresolved grievances.
Core Issues Addressed

The strike was initially triggered by unresolved welfare and structural issues. The newly signed framework outlines upcoming commitments from the government to resolve:
Deprived-Area Allowances: Financial benefits for educators stationed in hard-to-reach areas.
Delayed Promotions and Arrears: Under the new arrangement, approximately 52,000 promoted teachers are expected to see adjustments hit their accounts.
Collective Agreements: Ongoing review of overall service and working conditions.
Union leadership emphasised that the strike has only been suspended, meaning that negotiations will continue in the coming weeks until all conditions of the signed agreement are fully implemented.

Terms for Promoted Teachers
The government is using a two-tier rollout to handle salary adjustments and promotion placement back pay, depending on when the Ghana Education Service (GES) and Controller and Accountant-General’s Department (CAGD) processed the data:
Batch 1 (51,000 to 52,000 Teachers): Educators whose paperwork and input forms have already been fully processed will have their data validated by October 13, 2026. Their adjusted salaries and back pay will hit accounts on or before October 16, 2026, via a supplementary voucher.
Batch 2 (Remaining 28,000 Teachers): Promoted educators whose documents are still pending final processing will receive their respective salary adjustments and arrears by the end of the month, specifically on October 30 or 31, 2026.
Timeline for Allowances and Collective Agreements
Rather than vague assurances, specific months have been locked in for the disbursement of other negotiated benefits:
Benefit / Allowance Payment Timeline Details
Digital Instruction Support Allowance November 2026 Negotiations are completely concluded for this payout.
Continuous Professional Development (CPD) Allowance December 2026 Final terms have been agreed upon for year-end disbursement.
Collective Agreement / Deprived Area Allowance January 2027 Payments and implementation modalities officially take effect.
The Fair Wages and Salaries Commission (FWSC) emphasised that school and regional validators have been placed on standby to prevent administrative bottlenecks and ensure these timelines are strictly met
